On the IMDb boards, I had postulated that Kramer had received a large payout from the US army.
1) Assuming Kramer is the same age as Michael Richards, he would be old enough to qualify for the draft during the Vietnam war. 2) Kramer admits that he was in the army (briefly). 3) Kramer also says that his records are classified. This leads me to believe that he was actually subject to certain human experiments and/ or drugs, like MKUltra, which the government would like to keep under wraps. 4) The experiments/ drugs failed or had a negative response on the participants (Kramer admits that he can't remember some parts of his life, attributing it to an 'air-con' falling on his head). Presumably Kramer was given a large amount of hush money, and was discharged from the army.
This also explains Kramer's many quirks and idiosyncrasies. It's not because he was born this way, the CIA/ army experiments changed him.
Also explains why Kramer is estranged from Babs (The son that went to Vietnam was not the son that returned to her)
Also provides a backstory to how he got gonorrhea. It wasn't a 'coquettish haberdasher', it was a Vietnamese 'me love you long time' woman of the night.
Also explains the many, many friends Kramer has all over the city, who Jerry has never met. They are all fellow vets who don't want to be associated with a fancy boy civilian like Jerry.
